Supporting excellence in care Respecting and involving people who use services Section 2.3 of the Health and Social Care Act 2008 Provider Registration application form asks, ‘How do you ensure the views and experiences of people who use services are listened to and acted upon when running your services’? This section of your application form relates to Outcome 1: Respecting and involving people who use services, which is described in CQC’s Essential Standards of Quality and Safety (2009): Pages 43 to 49 describe the experiences that the people who use your Framework (2009) is helpful too: Page 12 includes prompts that Inspectors will consider when making a judgement about your service, and pages 34 to 41 describe how a service might look if there are minor, moderate or major concerns. Clearly, if you recognise any aspects of your service that are described as ‘concerns’, then these will be areas that you will want address. The first question in section 2.3 of your application form asks ‘How have the views and experiences of people who use services, their carers and representatives influenced your service priorities and plans?’ It will be helpful to describe the systems that you have in place to gain an understanding of peoples’ views and experiences. Ideas that have been generated at GCPA workshops have included polices; training; service users meetings; involvement in planning care; environmental issues supporting privacy, dignity and independence; providing information in appropriate formats; accessing advocacy services; and quality assurance programmes. You may well have many others. The second question asks ‘How have their views and experiences influenced how you deliver the services (across the range of regulated activities applying to register’)? Here, you will want to include specific examples of how you have developed or changed your services, as a result of listening to the views and experiences of the people who use them. One example might be the content of the menus for meal times. The final question of section 2.3 asks ‘what is the provider doing to increase the influence people have on the planning or delivery of the services’? If you recognise any aspects of your service described in the ‘concerns’ section of the Judgement Framework (outcome 1), then it would be helpful to describe your plans for improvement here. The ‘prompts’ in the Essential Standards may also give you some ideas of areas that you would like to develop too.

Supporting excellence in care Equality, Diversity and Human Rights Section 2.4 of the Health and Social Care Act 2008 Provider Registration application form asks, ‘How do you ensure people’s equality, diversity and human rights are actively promoted in your service?’ Understandably, when answering this question, it can sometimes be difficult to know where to start. You will however have already described how your service promotes equality, diversity and human rights in your AQAA, and the Care Quality Commission has some useful ‘prompts’ for care homes and domiciliary care agencies, which might be useful too. In addition, it might also be helpful to consider how your service promotes equality, diversity and human rights in respect of the following:- · Involving people and empowering them · Supporting people to exercise choice and control · Ensuring people are treated as individuals · Championing the interests of those less able to speak for themselves · Making sure that care is centred on people’s needs and protects their rights · Involving, consulting and engaging with people · Promoting the core human rights principles of fairness, respect, equality, dignity and autonomy for all · Offering people protection when they need it · Promoting independence and wellbeing · Considering the ‘social model’ of disability and helping people to overcome the barriers that they face in achieving equality · Having a rights-based approach with a focus on outcomes for people · Promoting anti-discriminatory practice in relation to the six strands of diversity i.e. disability, race and ethnicity, sexuality, gender, age and religion. From the above, it will hopefully be clear that promoting equality, diversity and human rights is something that you do all the time. You will no doubt have lots of examples, which evidence the good work that you do, and your registration application is your opportunity to share them.
