Disabilities Provider Forum – 23 May 2024 at Churchdown Community Centre

“I wanted to send a quick reminder to you of our upcoming Provider Forum.  The details are as follows:

Date: Thursday 23rd of May 2024

Time: 10am – 12:30pm, please arrive a little earlier if possible as we will start promptly at 10am

Venue: Churchdown Community Centre, Parton Road, Gloucestershire, GL3 2JH

I will circulate the complete agenda next week but can confirm that it will include information on GCC’s upcoming CQC Inspection and how Providers and Individuals using services will be involved, and what support you may need from us.

The agenda will include a feature on the Market Sustainability and Improvement Fund, and Jenny Cooper and Chris Gratton will return to follow up on their presentation in February on the Market Position Statement.  This month they will be providing an update on what has been happening since we met in February and hopefully sharing some feedback and information on when this will be published.  GCPA will be updating all Providers on what they have been doing, and our Quality Team are due to present on some work they are planning to do alongside Providers.

Please remember, there is also a GCPA Members Meeting which will follow straight after the Forum.

RWK Goodman Training for Sponsorship Licence Holders

Training held by RWK Goodman is now available for Gloucestershire sponsor licence holders in the care sector. The training will consist of three webinars covering: Compliance Training, Right to Work Checks and Ethical Recruitment Practices.

1st Webinar – Compliance Training – 13th June 2024 at 10am-12pm – Content includes:

  • Overview of Skilled Worker route including basics of points-based requirements for skilled workers.
  • Sponsor licence holder compliance duties including –
  • Specifical roles of internal key personnel
  • Mandatory reporting duties regarding migrant worker employment/ activities and organisational changes/restructures
  •  Mandatory record keeping duties
  •  What to do in cases of detected non-compliance
  •  Home Office compliance visits and other methods of compliance checking and an overview of potential home office sanctions for breaches.

2nd Webinar – Right to Work Checks – 17th June 2024 at 10am-12pm – Content includes:

Overview of mandatory right to work checks imposed on all UK employers including:

  • Overview on duty to prevent illegal working.
  • Methods of right to work checks.
  • Recent changes to accepted proofs of right to work.
  • Impact on and overlap with sponsor licence duties.
  •  Potential consequences for failure to correctly carry out mandatory checks.

3rd Webinar – Ethical Recruitment Practices – Date & Time TBC – Content includes:

Overview of government guidance on ethical recruitment within care sector recruitment (which is a requirement of the funding) including:

  • A power of attorney document that enables you to authorise someone else to carry out tasks on your behalf
  •  Code of Practice for the International Recruitment of Health and Social Care Personnel in England.
  •  Restrictions on active recruitment from named countries on the government’s ‘red list’.
  •  Ethical use of third party recruiters.
  •  Costs of international recruitment being passed on to migrant workers and risks of debt bondage and financial exploitation.
  •  Risks of noncompliance with minimum salary thresholds associated with recouperation of costs.
  •  Modern slavery risks and sanctions imposed for breaches of modern slavery laws.

Provider Forums – Have your say!

Sent on behalf of Brokerage Integrated Commissioning:”We are continuing to hold Provider Forums throughout the year with the County Council Commissioners providing the opportunity to share commissioning updates and information with you.  This is also an opportunity to have your say.

We are pleased to report that the recent Domiciliary Care Provider Forum, which took place on 3 May at the Farmers Club was a success with good attendance. Providers heard commissioning updates on the framework contract, the Market Position Statement, the Falls Training Programme; a GCPA update including international recruitment support; the market sustainability and improvement fund and workforce strategy and the Proud to Care training directory.

There were opportunities to network and discuss and commissioners were keen to hear provider views on the subjects covered. Feedback was noted and will be used in future developments and we heard that more opportunities for interaction are welcomed and will try to facilitate this going forward.

Our next Forum will be our Care Home Provider Forum, which is scheduled as follows:

DHSC Market Sustainability & Improvement Fund: Provider Workforce Capacity & Retention Survey

Dear Provider,

As a condition of receiving an allocation from the Market Sustainability & Improvement Fund, the council is required to report to the Department of Health & Social Care (DHSC) with certain data around fee rates, workforce and waiting times.

In order to enable us to report to the DHSC with the workforce data, we are asking all commissioned providers to complete a very short online survey to confirm how many staff joined or left their organisation in Gloucestershire during the month of April 2024.

Please could you therefore click on the link below and complete the survey by no later than 11.59pm on Thursday 16th May 2024:

When completing the survey, please note the following:

  • a full-time equivalent employee will work 35 hours per week and is equivalent to 1 FTE
  • as an example, a part-time employee who works 21 hours per week is equivalent to 0.6 FTE
  • as long as they work all or part of their role in Gloucestershire, administrative and other office-based employees should be counted in the totals
  • agency, volunteers and other unpaid staff should not be counted in the totals
  • please round your totals to the nearest 0.1 FTE
